Abstract

Structural indicators are a set of indicators aimed at monitoring development policy of the European Union pursued within the Lisbon Strategy. The comprehensive programme included in the Strategy has determined the adoption of a broad set of monitoring indicators. Therefore, a set of 14 basic and about a hundred complementary indicators was established to illustrate progress in he following areas: overall economic situation, employment, innovation and scientific research, economic reforms. Social cohesion and natural environment. Applicability of the structural indicators depends mainly on their capability of correctly monitoring accomplishments of the member countries, establishing appropriate benchmarks and providing support in identifying the areas where the need of reforms is the most urgent. Structural indicators should meet several requirements to make them serve their purpose. The purpose of the paper is to review the structural indicators from the perspective of their adequacy to the requirements and present the progress in accomplishing the EU development policy objectives included in the Lisbon Strategy and measures by the indicators adopted.
