Measuring Poverty and Social Exclusion

Abstract
One of the major objectives of the 2020 Europe Strategy is reducing the size of poverty and social exclusion in the European Union. The hitherto used - in comparative researches within the EU member countries - method of measuring poverty with at-risk poverty rate has been much criticized. Therefore, in the 2020 Europe Strategy people living at-risk and social exclusion headline indicator has been implemented. The purpose of this paper is to present this indicator and assess whether the newly applied method of measuring this social issue within the 2020 Europe Strategy allows to gain such perception of the situation that might be more adequate to the currently existing one.
