European context of development strategy in Poland

Abstract

In introduction part of this paper importance of programming of socio-economic development in Poland has been presented. In key part of this study most important features of strategic programming were presented: lack of continuity of experience in that area; importance of self-government reforms implemented from May 27-th 1989 and from January 1-st 1999; key importance of EU membership, also of cohesion policy; dualism of programming spatial and socio-economic development; importance of: territorial dimension, also on regional level, institutional arrangements, political dimension and format of programming documents. In last part key conclusions concerning future of strategic programming in Poland were elaborated. Public policy response is necessary because of negative for EU global megatrends, and crisis phenomenon. Because economic position of Poland within EU is improving assistance from European Structural and Investment Funds will be in future reduced. It means that after 2020 model of programing socio-economic development must be based on polish funds, what is the greatest challenge.(original abstract)
