Abstract

In the 1st quarter of 2018 the construction confidence indicator (CCI) quarterly declined by 5.7 pts to 2.8 pts, and now it is 17.9 pts up from the respective last year figure. The reason for the lower than usual decrease in ICI might be, above all, a mild winter, as the high growth rate of the cyclical component observed throughout 2017 has ceased to continue. All the balances dropped, and the overall burden on construction activity increased. Amongst them, difficulties with hiring skilled and unskilled workforce are of particular importance. Construction companies are trying to solve the problem by employing foreigners, 72.9% of the surveyed firms declared hiring foreigners, and 92.6% of them come from outside the European Union (83.5% are of Ukrainian nationality). The problem has become highly acute to public enterprises.(original abstract)
