Abstrakt
Polityka europejska determinuje i intensyfikuje działania zmierzające do realizacji celów rozwoju zrównoważonego. Jednym z obszarów tych działań jest wdrażanie modelu gospodarki cyrkularnej. W praktyce, działania te są ograniczane przez różnego rodzaju bariery i błędy funkcjonowania rynków. Kluczową grupą aktorów, angażującą się w tranzycie gospodarki w kierunku cyrkularności, są władze i instytucje publiczne. W tym kontekście, celem artykułu jest identyfikacja błędów funkcjonowania rynku będących udziałem podmiotów publicznych (ang. government failure), jako barier ograniczających możliwości skutecznego wdrażania założeń gospodarki cyrkularnej w Polsce. Przeprowadzone badania wskazują, że podstawowymi kategoriami barier są: obowiązujące regulacje prawne oraz sposób ich stosowania, a także kompetencje i skłonność do współpracy władz publicznych.
