Abstract

The mobility broker concept is the answer to the multifaceted challenges of securing mobility in cities of varying sizes. Originally, it was developed to improve the mobility of residents of large cities by optimizing the number of available vehicles relative to actual travel needs. This would lead to further improvements in the utilization of available resources, including through efficient use of cars themselves, lower parking space requirements, increased greenery, and reduced noise and emissions. However, with proper implementation, this idea can also be an effective tool for combating transport exclusion, as is the case in Poland. The purpose of this article is to discuss this new function, define it, and identify key potential areas for implementation. The fundamental research thesis is that the mobility broker function can transform mobility by shifting from an economy of ownership to an economy of temporary access to a given asset, in this case, a vehicle and the associated mobility service. As a result, there is better use of available space in cities, especially the largest ones, which is in many cases limited and relatively expensive.
