Thematic scope of article selection:
Call for papers is based on observation indicating that national societies face increasingly complex public problems and challenges. In recent years, we have witnessed the emergence of an increasing number of so-called existential threats. The COVID-19 pandemic, among others, demonstrated it, although we are still facing increasing climate challenges.
In many countries, policy actors are making increasingly intensive attempts to match programming models and implement public policies with the new situation. The resilience of and the adaptability of policies are gaining importance. This means that by programming policies, countries print mechanisms into them that are to give them the value of resilience and adaptability. They are to be resilient to potential disorders and despite them make them continue to perform their functions, e.g. provide public services. Therefore, they are to operate despite turbulence, say, until they are reformulated or adapted, e.g. to the specifics of the period of occurrence of a specific crisis, epidemic, etc.
The editors look forward to articles focusing on theoretical issues, empirical research, and case studies. The list of potential topics includes, among others:
- Sources of the resilience and adaptability of public policies programmed in the context of the growing complexity of public problems and challenges.
- Strengthening the potential of policy actors to be able to program resilient and adaptive policies.
- Review of the literature on the subject matter in the field of the resilience and adaptability of public policies ( Poland, world ).
- Policy resilience to threats, e.g. in the field of climate change, conflicts.
- Structure of programming tools and implementation of public policies to achieve the effect of their resilience and adaptability.
- Dynamics of public policies in the conditions of threats arising from climatic, epidemiological / pandemic phenomena, international conflicts, populism, etc.
- The role of innovation in programming resilient and adaptive policies.
- Building analytical models that identify risks for formulated policies.
- Application of concepts from the complexity theory in programming and implementing public policies in the era of existential threats/risks.
