The role of regulatory tools in public policies
Deadline for submitting proposals/abstracts of papers: February 27, 2024.
Notification of abstract acceptance: March 10, 2024.
Deadline for submitting manuscripts: June 10, 2024.

The call for papers is based on the assumption of observations indicating the growing complexity of numerous policy problems and public activities around them. Public policy stakeholders have to deal with them more and more rationally to achieve sustainable outcomes. Thus, programming and implementing policies / programs / reforms are becoming increasingly demanding. The final effect depends to a large extent on the proper selection and use of appropriate implementation tools.
We pay special attention to legal regulations, including self-regulation, regarded as traditional public policy instruments. Although the development of other types of tools is visible, e.g. behavioral ( e.g. nudge ), or informative and catalyzing attitudes and desirable attitudes among stakeholders, however, ( including top-down regulation as legal provisions ) still plays a crucial role in most key policies. A well-matched regulation of the subject of action determines the possibility of achieving the desired values for citizens (value for money).
Regulation is a critical tool that can help achieve many important public goals, but only when used skillfully. Otherwise, it may threaten the possibility of obtaining the expected results of the undertaken public activities, including the ability to provide the desired public services.
The editors look forward to articles focusing on theoretical issues, empirical research and case studies.
The list of potential topics includes, among others:
- Regulations and their role – as an instrument of action – in implementing projects / activities / public programs.
- Regulatory systems / models in selected political policies (sectoral, horizontal, national, regional, local, etc.).
- Regulatory structure / architecture in selected policies and sectors.
- Regulation vs. self-regulation.
- Regulatory culture, regulatory potential ( e.g. in public administration offices ).
- Regulations as part of building a stimulus system.
- Regulations as instruments for achieving the objectives related to the quality of public services.
- Risks in the regulation process – regulatory overload, selective regulation ( light touch ), regulatory capture.
- National regulatory schools in selected countries and groups of countries, the idea of „ smart regulation ” in the conditions of national policies.
- Regulations at international and national levels in the context of achieving the United Nations Sustainable Development Goals.
Submission Procedure:
The deadline for interested authors to submit paper proposals/abstracts will expire on March 10, 2024, and for the full manuscripts on June 10, 2024. Proposed topics should be sent to Andrzej Zybała, azybal@sgh.waw.pl.
Authors should submit manuscripts to the journal “Studia z Polityki Publicznej / Public Policy Studies” only via the Open Journal Systems website: https://econjournals.sgh.waw.pl/KSzPP/about/submissions
Texts should be in Word (.docx) format and contain up to 40,000 characters. All texts undergo a review process (double-blind peer-review). Articles are published in Open Access under the CC BY 4.0 licence (authors retain the copyright). Editing and publication of articles in “Studia z Polityki Publicznej / Public Policy Studies” journal are free of charge. Fees or Article Processing Charges (APCs) are not requested from the authors at any point of the peer review and publication.
We require the use of an article template (in Polish or in English).
